| Saturday, September 04, 2010 Unfortunately I am often out of sync with my peers and betters.
Wage subsidy and the promotion of wage subsidies as a method to increase the employment of people (and I include people with disability) would be an example of such.
Before I press on – have you ever come with a subsidy? I have not and therefore it occurs to me that I lack the experience to be able to offer valid first hand comment – nevertheless, in the 36 years I have contributed taxes, and for any and each employer that has paid me, I have never attracted a subsidy.
I just got paid, and I hope sincerely that I have always earned sufficient to enable my employer to profit from that work. Because that the way it works: I employ you, pay you $10 and you make me, or save me, more than that.
So why a subsidy?
My opinion (and that’s what this blog is about) is that this comes from a philosophical stance: that the recipient is not deemed to be of sufficient worth to allow for the relationship that I have described. In relation to the employment of people that have a disability I find this concept particularly troubling – surely, if such a person is going to be able to escape the misconception that they are a burden or of less value than their non disabled peers (perceptions that create what Wolfensberger describes as ‘wounding’ experiences) then surely a subsidy risks devaluation of individual worth?
Many years ago and in a rush of ill considered enthusiasm (and possibly less faith or experience with my products value) I became caught up with a scheme that offered employers $7,000 to hire from a range of disadvantaged groups.
A much wiser Penrith business owner pulled me up: “Son, I don’t care if you give me $70,000, if the bastard can’t do the job he ain’t worth having here” And he was right.
The issue centres on ability – and if NOVA candidates have or can develop the ability to create the equation described above (make their boss a profit) than they will gain and retain employment.
Subsidies have only a minor effect upon the creation of opportunity (at least in every study I have read) and perpetuate an inaccurate perception of validity or worth about disadvantaged employees and can be particularly demeaning and damaging to their recipients.
That's not to say that NOVA never uses wage subsidy - sadly an environment has created in which some employers pretty much demand government cash. However, I am proud of the fact that we rarely* resort to this approach, preferring to market on individual ability and our own post placement support as the offset for any initial productivity issues.
Personally, I remain staunchly opposed.
* 6 NOVA outlets have not used a subsidy in the past 12 months , 6 have used subsidies twice or less.

This will force a return to at least a measure of debate and democracy and that is most certainly in the interests of people with disability whose fate under both parties in recent years has certainly not been debated!
Perhaps now we will see MP's think and discuss the implications of Departmental policy before it is simply imposed upon its victims by parties secure in their majority....

Tempus Fugit Time flies and the past few weeks have simply hurtled past as we have added some 30 extra staff (about 20 to go) appointed approximately 10 new managers, found an extra 2 sets of premises and generally carried out our impersonation of the proverbial drinking lizard....

I can't tell you how much poo turns up on my desk each day - there must be great swathes of Tasmania being deforested simply to keep up with the things reserved to take up my time....
Recovery I have somewhat recovered for the loss of "The Scottish Shop" and have transferred my affections to a new haunt discovered by Gloria - name to be advised - that not only has reasonable coffee but also features a discount card!
This has been a very exciting week for the St Mary's staff with 16 new workers attending our 5 day induction training program and starting in their respective outlets next Tuesday....

Hiring and Information Sessions L & G
After 2 nights of 'info session' with a few more hiring days ahead we have managed to gain a number of extra staff (about 16 people will be at next weeks induction) and I am confident that the desperately needed additions will soon be able to support our work....
Join the team! I am attending 2 information sessions - tonight and tomorrow night at St Marys (Wednesday) and Hurstville (Thursday). We are attempting to fast track our hiring process to cope with an additional 9 outlets and a rapid growth in the number of people trying to access our services....
A sad week at NOVA This has been a particularly difficult time for us with 3 funerals in 7 days. It was with tremendous sadness we said farewell to 3 people with very close connections to the NOVA team and, while it would be true to say the services were beautifully conducted and the large number of mourners testified to the love and appreciation of the families and friends of the deceased, the sad fact is that 3 of our team have lost people very close to them....
Dig deep I don't 'do' sponsorship and we (NOVA) cannot answer the large number of inquiries we receive for help from very deserving causes from all over the place....
Utterly wrong - ecstatically happy!

Home Again
I travelled to the United States having 'never met a Yank I hadn't liked' and I returned a couple of weeks later with the same opinion.
What a lovely people and what a lovely country! I didn't mind being fingerprinted upon entering the States and didn't object to the other indignities of International travel (although dinner and/or a movie first would have been nice!)....
The Today Show I am officially on holiday until trip to US and I had faithfully promised not to work, and I know all about only having 3 days away the last time I took a month off, but this is really important (and cool!)....

On what basis should people who have a disability be employed?
There are a range of possible answers that include:
Because people of all sorts are entitled to employment as a fundamental right within Australian society and/or everyone deserves a fair go;
It’s good for our workforce to reflect our community; or
A particular individual may possess a unique skills set that offsets any inability; and so on....

Friday night was a truly enjoyable evening hosted by our Broken Hill team who put on a fabulous dinner (I have no idea how the Amazing Nigel put the $50 in the lemon!!) and a great night that celebrated the community of employers at Broken Hill that have given our job seekers so many opportunities over the past year....

Exciting times
This is a great time to be part of the NOVA team. In the middle of a global financial crisis we are (at worst) holding steady and there are so many exciting things happening with the team....
Geography and me
Some things in my life were just wasted on me. Mr Page, my geography teacher was one of these. The poor man had served in the army during the second world war and, in hindsight, suffered post traumatic stress syndrome - any loud bang could make him duck for cover and we were teenage boys....

I don't generally watch commercial TV but found myself on Channel 9's Sixty Minutes last night: Tragic (truly) story of young family whose child was killed by a drunk driver....

I should start by saying that I find the concept of fox hunting truly dreadful (I think it was Oscar Wilde who saw foxhunting as, 'the unspeakable in pursuit of the uneatable'), nevertheless 'tally-ho', the cry used to start the chase of a wily and clever fox is an appropriate title for this entry....

Victorian Bushfire Appeal I am sure everyone would have been deeply moved by the terrible pictures coming from the Victorian bushfires - sadly these fires still burn and the possibility exists for further damage....

One of the things that (as I have previously noted) people want to know about you is, 'what do you do'?
At NOVA we help people who have a disability find and keep jobs - we don't help anyone else, if you don't have a disability you can't come here - that's that, no exceptions....
This week
It's a busy week for NOVA staff - we have a 3 day forum coming up (starts Tuesday) a staff dinner Tuesday night, an Autisn training day on Wednesday followed by a consumer group meeting Wednesdau night - all welcome, call Gloria on 024721335 to reserve a spot - Thursday is the last day of the Forum and on Friday we are all off to Tuncurry for a 2 days managers retreat followed by a dinner on Saturday night to support the Epiilepsy Association of NSW - speakers include yours truly and Wally Lewis!!! (I'll get off quick)....

We will release our DMI evidence collection tools after professional development (sigh of relief!), we have a live webcast next Monday (23rd), we are about to launch a really exciting new training program for some NOVA staff (details on the 7th) I am amassing a mob of volunteers for my disabilty employment in your language videos - this'll be pretty cool, NOVA's making heaps of placements and our retention rates for more than half of our offices remain over 85%
